Title: Varna Municipality - Basis for the Sustainable Growth of Regional Economy
Abstract: This report presents the general theoretical concepts in the field of regional economy and, on this basis, analyzes the specific economic, budget characteristics of the North-Eastern region and Varna Municipality, as well as the priority directions in the economic development of Varna Municipality. The role and scope of national and local strategy documents regulating regional policies are discussed. The parameters and the expected outcomes from the realization of important projects with European and local financing, determining the development of Varna, are presented. Finally, the factors influencing regional economic policies are highlighted with emphasis on those that identify Varna as an important industrial, transportation and logistics center with a key importance for the economy of the North-Eastern region.

Title: Behavior Dynamics of the Citizens of Varna on Basic Activities Related to Sustainable Development 
Abstract: Achieving visions and objectives for sustainable development of places for living can only be done with the participation of residents. Sustainability is not something that is achieved overnight. It will not happen by itself. Requires management. Requires long-term efforts. One of the important conditions, however, is that management is based on the knowledge of how residents perceive, evaluate and realize consumption, lifestyles, and socialization centered on sustainability. The paper aims to present the beliefs and purposeful actions of the citizens of Varna on the basis of three main indicators: the existence of global sustainability problems; the existence of problems with sustainability in Bulgaria and the pursuit of targeted actions in the main directions of sustainable consumption. The study is based on three representative studies among the adult population of Varna in 2014, 2015 and 2017.

Title: Structural Decomposition of the Regional Income Inequality in Bulgaria for the Period 2008-2016 
Abstract: There are pronounced regional differences in the average household income in the different administrative districts in Bulgaria. We examine the structure of the average household income in order to analyse the relation between the income level and the components of which the income is comprised. The most important components are wages and pensions. Our regression model shows that regional differences in the household income are affected by differences in the employment coefficient and the level of wages in the administrative district.

Title: Challenges and Opportunities of Shumen District at Attracting Ddi and Fdi 
Abstract: The main purpose of this paper is to examine and analyze the problems of Shumen District in attracting domestic and foreign investments. For years, this indicator ranks last in the Northeastern Region. Nevertheless, the region shows trends for improvement because of municipal and private initiatives such as the construction of "Shumen Industrial Park," the activity of "Agribusiness Center/Business Incubator Shumen" and others. Looking ahead, the area is expected to grow and increase the amount of attracted investments, thereby improving its overall socio-economic status.

Title: The Air Passenger Tax and the Sustainable Development of Civil Aviation: Some European and Regional Contours 
Abstract: This paper discusses the potential of an EU-wide air passenger tax for bringing the civil aviation on a sustainable path of development. The tax burden is disproportionately low given the carbon footprint of civil aviation. Thus, a carbon-based air passenger (ticket) tax becomes instrumental to limiting pollution caused by civil aviation. The author estimates  the consequences of the EU-wide air ticket tax in terms of the expected tax revenue and decreasing number of passengers who departure from three Bulgarian airports – Sofia, Varna and Burgas.

Abstract: The financial condition analysis aims to evaluate company’s ability to fund its economic activity at a certain time or for a certain period of time. Pharmacies are concentrated mostly in the big cities while there is a lack of pharmacies in the smaller towns and villages. There are numerous places in Northeast region where population has no access to a pharmacy. According to the NHIF and RHI data the Northeastern region has 31 municipalities where people have no twenty-four hour access to a pharmacy and 7 municipalities without access to pharmacy which works with the NHIF.

Abstract: The regions in the country are looking to develop and that depends almost entirely on the available business structures and the activity of the management. The rating of the leading companies in Bulgaria by regions is a good source that can tell us the level that the business has reached and the direction it has headed. It shows the input that that the biggest companies have in terms of GDP and profit. The most powerful companies are a factor for stability in a national and regional level. The results of this research show some regularities in the development of the business. There are also lots of imbalances which require further research.

Title: About the Need for Structuring Regional Development as a Scientific Direction
Abstract: The main purpose of the present article is to present and trigger the discussion about the problems of regional development in the present times. An attempt for giving a definition of the specific features and trends in the regional development is made in this article. A comparative analysis of the present status of the regional development sciences is made. Also a methodological assessment of the regional development peculiarities was made as well as the inter-disciplinary relationships with other sciences have been outlined. The foundations of the regional studies have been highlighted and new possible tendencies for the development of this scientific field have been drawn. A mention of the different branches of the regional development studies has been made while a focus on the problems of the urban development and the surrounding environment was put. Also the problems of the separate territorial communities and the processes of regionalization were analyzed. Last, but not least the article aims at provoking a discussion on the regional development problems and completing the methodology of the regional studies.

Title: Spatial-Correlation Analysis Between Contemporary Higher Education and Territorial Communities in Bulgaria
Abstract: Research on social geography is, to some extent, tied to the dynamics of territorial communities' development. In many cases, there is a lack of accurate information about what processes are taking place in smaller territorial units, who are the subjects that act under the new (changed) conditions, what are the actual regional social differences, which social regulators are most important, what means are needed for effective impact and what social consequences are expected in the near future. Analysing the spatial-correlation between contemporary higher education and the territorial communities in Bulgaria is a complex scientific task. Title: About the Measurement of the Regional Economic Effect of Cultural Festivals
Abstract: The cultural festivals are in favor of everyone - the municipality, the sponsors, the organizers and the audience. However, because of the problems mentioned in the article, the establishment of the regional economic effect of these events in Bulgaria is pointless. There is no point in spending municipal funds to prove the obvious fact that the cultural festival pours money into the regional economy and generates more positive than negative effects. It is possible that a detailed study of this problem can be won by companies that do so to justify spending of municipality’s resources. The municipalities should support cultural festivals by providing free terrain and buildings. All other costs should be borne by private sponsors and organizers.

Title: Tourism in Bulgaria: Reasons for its Development and Opportunities for Creating Sustainability
Abstract: Tourism is a driving force in Bulgarian economy. Its direct and indirect contribution to GDP is 13%. There are internal and external reasons for this. This paper is confined to investigating the internal stimulus, which has pushed the touristic sector to grow rapidly for the last 5 years. The low cost carriers contribute to the fact that more tourists visit Bulgaria and thus larger revenues come from the sector. The Bulgarian government has introduced new policies, which are aimed at overcoming the growing problems with the lack of educated and motivated personnel. An analysis of the external factors to the growth of the sector is excluded. Further, the paper explores some of the potentials of the sector, which are still underdeveloped. Finally, the paper gives insights into how to ensure sustainability of the touristic sector in future.

Title: Modern Specifications of the Specialized Tourist Infrastructure in the South Central Planning Region in Bulgaria 
Abstract: One of the main obstacles to the development of tourism in the Bulgarian‘s planning regions is related to the tourism infrastructure. It is one of the main factors of the tourism industry related to the process of creation, realization and consumption of the tourist product. The purpose of this report is to analyze the current state of tourism infrastructure in the South central planning region in Bulgaria, to highlight the main problems and the directions for its improvement.

Title: Good Practices for Developement of Sustainable Tourism in Protected Areas 
Abstract: The article aims to outline the possibilities for the sustainable development tourism within the context of nature preservation in the territories included in "Natura 2000". An emphasis is set on the concept for sustainable development of tourism, which is able to satisfy the needs of today's society for recreation. The protection of the environment, and in particular, the preservation of the natural heritage, is determined by the global environmental problems, climate change, land desertification and increasingly dramatic biodiversity loss. In this sense, the protection - the control of the impact of human activity - requires the implementation of specific communication strategies aimed at raising people's awareness and hence their cooperation in protecting the natural heritage both in the natural environment of the individual community and outside of it. The Natura 2000 network influences in different economic and social aspects for promoting of sustainable tourism.

Title: The Potential of the Late-Antique and Early Byzantine Fortress Storgosia as a Cultural and Historical Tourist Resource 
Abstract: The assessment of the potential for tourism development at regional level contributes to improving the regional tourism policy that purposefully supports sustainable tourism development, based on the cultural and historical heritage. The paper is part of a research series for ancient sites in Northern Bulgaria. It aims to present the potential of a region's resources, such as the late-antique and early Byzantine fortress Storgosia, to develop integrated and competitive tourist products with high added value which contribute to sustainable regional development and improve the quality of life through increased tourism demand. The classical empirical approach, statistical methods, descriptive and comparative analysis are used in the study. Methodology applied in assessing the potential of the specific anthropogenic resource is primarily designed for historical and cultural sites.
