The tax burden is disproportionately low given the carbon footprint of civil aviation. Thus, a carbon-based air passenger (ticket) tax becomes instrumental to limiting pollution caused by civil aviation. However they are irregularly distributed. Pharmacies are concentrated mostly in the big cities while there is a lack of pharmacies in the smaller towns and villages. There are numerous places in Northeast region where population has no access to a pharmacy. According to the NHIF and RHI data the Northeastern region has 31 municipalities where people have no twenty-four hour access to a pharmacy and 7 municipalities without access to pharmacy which works with the NHIF. However, because of the problems mentioned in the article, the establishment of the regional economic effect of these events in Bulgaria is pointless. There is no point in spending municipal funds to prove the obvious fact that the cultural festival pours money into the regional economy and generates more positive than negative effects. It is possible that a detailed study of this problem can be won by companies that do so to justify spending of municipality’s resources. The municipalities should support cultural festivals by providing free terrain and buildings. All other costs should be borne by private sponsors and organizers. Its direct and indirect contribution to GDP is 13%. There are internal and external reasons for this. This paper is confined to investigating the internal stimulus, which has pushed the touristic sector to grow rapidly for the last 5 years. The low cost carriers contribute to the fact that more tourists visit Bulgaria and thus larger revenues come from the sector. The Bulgarian government has introduced new policies, which are aimed at overcoming the growing problems with the lack of educated and motivated personnel. An analysis of the external factors to the growth of the sector is excluded. Further, the paper explores some of the potentials of the sector, which are still underdeveloped. An emphasis is set on the concept for sustainable development of tourism, which is able to satisfy the needs of today's society for recreation. The protection of the environment, and in particular, the preservation of the natural heritage, is determined by the global environmental problems, climate change, land desertification and increasingly dramatic biodiversity loss.
