Abstract: The current paper deals with the provision of public subsidies within the energy sector in Bulgaria. In light of the liberalization of the domestic market and its integration into the internal electricity market of the EU, the question about public subsidies' persistence has been raised. Several arguments are given in support of further subsidization, both on the market for electricity and for capacity (cold reserve provision) in Bulgaria. Public subsidies secure funding for the positive externalities generated by the energy sector in a sustainable way. The public sector also provides financial support for the emerging Bulgarian market of capacity. Nevertheless, energy subsidies need a revision in terms of their restructuring in line with the EU ambition for leadership towards low-emission and climate-neutral economy by 2050. Therefore, it considers the challenges imposed by the pandemic and the opportunities that came along it. The analysis has showed that to have better and more significant impact, the ensemble must alleviate its internal weaknesses and explore new directions of creative work, different audiences, digitalization, wide partnerships, etc. Despite the increased awareness of the role of culture for local development, much can still be done to improve and mainstream across policy areas. Hence, the paper presents several clear policy measures to reinvest in culture and deliver a richer, more vibrant, and more diverse cultural sector, both at national and institutional level in order to boost its contribution to local development. Our approach is considering the cost matrix and cumulative profit chart for setting the threshold value. In the paper we examine the performance of several models trained with homogeneous (Random Forest, XGBoost, etc.) and heterogeneous (Stacked Ensemble) ensemble classifiers. Models are trained on data extracted from Lending Club website. Different evaluation measures are derived to compare and rank the fitted models. Further analysis reveals that application of trained models with the set according to the proposed approach threshold leads to significantly reduced default loans ratio and at the same time improves the credit portfolio structure of the Peer-to-Peer lending platform. We evaluate the models performance and demonstrate that with machine learning models Peer-to-Peer lending platform can decrease the default loan ratio by 8% and generate profit lift of 16%.
