In the first part of the research work there are presented several models for studying the tourist potential of a territory. What unites them is the fact that most models emphasize the separate constituent elements and the interrelations between them. In the second part the resource potential for developing tourism in the researched site is analysed. The major issues of the research concern the parameters of tourist supply that include geographical location, natural and resource potential, cultural-and-historic potential, touristic infrastructure and superstructure. The results of the analysis show good opportunities for the researched site to be formed as a local tourist destination through creating sustainable connection tourism - nature - sport - folklore - ecology. In the absence of conflicts of interest and the importance of the established reputation for the rating agencies, self-regulation is sufficient to guarantee high-accuracy ratings. The payment for ratings by issuers and their use in financial regulations create distorted incentives to pursue higher profits at the expense of the quality of ratings. All 27 Member States (MSs) contribute annually to the own resources system in terms of sugar levies, import tariffs, VAT - and GNI-based payments. The latter is the most controversial budgetary item since it accounts for the bulk of EU funding, but is not considered a genuinely own resource by MSs. In order to limit EU budgetary dependency on GNI-based national contributions, for the next seven years, 2021-27, a group of experts proposed several tax-based resources.
